I'm going to go out on a limb and say that they'll have to win the division to get into the playoffs. Winner of the Central and West might have the 4th place East record.

Min: $97 million
Det: $133 million
Chw: $103 million
Cle: $61 million
KC: $74 million
By giving home grown players raises and signing Orlando Hudson and JJ Hardy. Hardly going out and signing all-stars for bench roles.
Also, 11% of the payroll will never step foot on the field this year in Joe Nathan. So it's more like $85 million since his contract was insured. Which is also why many experts say the Twins have the flexibility to go after guys like Lee.

The Twins have the money to spend, they just don't. And whoever designed Target Field was an idiot. You have the best pair of left handed hitters in the majors, and you take and make it a moon shot to pull one out at Target Field. That was intelligent.
