Rubber back carpet removing??

Yep, get a couple of the 48" heavy duty ice scrapers...

Ya we have those.
its for the whole basement though which is alot.. i was more thinking of liquids to make it come off easier.
 
a carpet company should have a machine that removes it..but it sucks! Think power trowel for concrete but with razors for blades..interesting but works pretty well. The only downside is that when you get the majority of it off it just starts to rub the tar around

Are you dealing with a glued down, prepadded carpet, or just a separate pad that has started to break down? Either way it sucks. There are adhesive removers that will help, but they are usually no fun to be around, so we typically just do it the old fashioned way, with a scrapper of some sort.

It is concrete floor so pretty much nothing will hurt it. And i think we are putting carpet back on over top we we get done.

Carpet over the top of it and use it for the pad. Unless there is mold or pet smells or something that should be removed.
