He specifically mentioned he's a fan of shot clocks in high school. I don't think he'd say that unless he was in a state with shot clocks. That leaves Washington and South Dakota as shot clock states with snow in the past day. I can't imagine he's never been to SD, so my official guess is Washington state.
The problem with WA is it isn't really that cold there right now. Temps are hovering around freezing or just above.
I was thinking Washington or the Dakotas. The problem with Washington is that he probably isn't in Seattle since an Iowan wouldn't consider it COLD there right now.
I'm in South Dakota, and it is snowing. We have a tall beanpole girl freshman here who is pretty good. The coach is one of the worst coaches in South Dakota which is saying loads. If I see Billy I will tell you.
The only states that are that cold are Alaska, Montana, northern ND, and parts of CO and ID. He's been to CO obviously.
How do you know how cold he is talking about? Billy just might not have brought enough warm clothes. After all he is used to the balmy state of Iowa. Iowa and ISU has successfully recruited in the state of South Dakota in football in recent years. Why not girl's basketball?

I'm going to go with North Dakota. They had snow within the past 24 hours and it is cold there. Not really a state you would go through to get somewhere else. Also because of the little population not much reason to go there.
Billy's been in Canada before, unless he is traveling to a province in Canada he has never been to before.
