Was everyone including non-seniors given an extra season of eligibility in 2020?

This is a general question about eligibility. I’m just a little confused about what the NCAA’s ruling re: the extra year.

E.g., Kolar was a junior last year & a senior this year. Could he come back next year? (This is JUST an example; I know Kolar is not/would not come back next season)

From what I understand yes, however starting next year their scholarships count towards the 85 man limit. Those that were seniors last year and chose to take the extra covid year this year do not count towards this year's 85 scholarship limit.
