No, it's not a penalty. Leading with the helmet only applies when defenseless players are hit. Neither a running back with the ball, or a d-back trying to tackle him fall into that category. Not a penalty at all.

Helmet to helmet is only a penalty when someone who makes a lot of money is at risk, this guy was a defensive player so he's fair game.
