I know that ISUFan22 seems to ding me as soon as I log-on, but I haven't been able to give him any for weeks and weeks.

No, it is not controlled by anyone - it's system contolled as to how often you can give rep points. I think you have to give rep to 10 other members before giving rep to someone else again.
to be honest i just hand them out left and right for those who make good posts. thats what its for isnt it?
If the post is good, I give out good feedback. I got to the point the other day that I had given out too many good feedbacks in the past 24 hours and had to wait...
