This is kind of an interesting way to go about it. Make the team responsible. It's theorized that the punishment could involve fines and possibly the loss of draft picks. I can guarantee that if James Harrison costs the Steelers a draft pick, he'll get some input from the organization about his play style. Then again, what about a disgruntled player delivering cheap shots on purpose, in order to get his team punished? That might be a little far fetched.
