I just stumbled on this video on youtube.

What's the meaning of this? Did there used to be a rule where the home crowd couldn't yell and cheer to disrupt the other team?
 
There was one preseason in the late 80s/early 90s where they toyed with penalizing a home crowd for noise during a snap count or something like that. I think it was just preseason though. Not sure about this.

I just can't imagine a crowd going that nuts for a preseason game.
 
Broncos-Rams game in 2000 on Monday Night Football. The Rams defense was almost assessed a delay of game penalty because the Broncos offense couldn't hear because of the noise in the dome. I remember after the ref gave the warning, Kevin Carter encouraged the crowd to be louder.
 
I remember watching the game that the OP posted about. The offense got two delay of games or false starts in a row. It was nuts.
