Jack Trice seating question?

I asked this same question on the "other" site & did not get a single reply, so I'll try it here!
Do the upper rows of seats on the east side (ie. section 20, row 43), under the overhang, have permanent seatbacks?
I seem to recall that they did but I'm not quite sure.

How many rows are there in the lower deck?

I believe 47 on the lower east side and 37 on the lower deck west side.
30 rows on both the upper decks.
