The Big12 should dominate that list: Wallace from OSU, Marquise Brown from OU, Sills from WV, Butler from ISU, and Wesley from TT are all amazing WRs. You could still add Jennings, Humphries, Reagor, Hurd, Vasher, Lamb, Duvernay, Johnson (TT), Johnson (UT), etc. and I'm sure I'm forgetting a few more.Looking at the stats and the schools/schedules the players come from, I don't think you could have a legitimate list of 5 or 10 without him. There's nobody who is playing better per target in college football. There are about 8 guys you could make an argument for playing near the same level.
Jeudy from Alabama is the most comperable in terms of production per play but at 6'1" he's doing the same things with different skills. If you give Hakeem one more game of average stats they'd be nearly identical.
Even Kansas has a player in the list! As does Coastal Carolina.
As a consolation prize, Butler had the #3 SCTop10 play this morning.

Week or 2 ago ESPN announcer had UT’s WRs over Hakeem because both were 6’5”+
