It's because he lives in Boulder, and anyone who lives in Boulder is a pot smoking hippie.

I don't know how many of you saw the CU NU game but Cartman did the introductions for Colorado. When he introduced one of their corners he said
"*insert name* has more interceptions than Boulder has hippies, and Boulder has A LOT of hippies" :biglaugh:
