    I have not seen any model that shows shelter-in-place eliminating the spread completely. It is to flatten the curve, IE delay the spread, not eliminate/stop the spread. If it stopped the virus completely, everyone would agree to lock themselves up for 2 weeks and be done with it.

    You still have a trigger point whether it is 1 or 100, it just has to be more predictive than today's actual number. Maybe it's current + rate of growth, but there is a point. I believe that is why she can say it is still in play.

    It might be a lagging metric, but you can extrapolate forward as to where it will be. I assume she is projecting from where it is headed today, not where it actually is. What other metric could you use?

    In addition, I watch the number of new patients in hospitals. In the end, IMO, if we are trying to protect hospitals from being overrun, that is the number (growth) to watch.
