I think that's because the SEC is purposefully asking for too much from ESPN for a 9th conference game. They know that their weak 4th non-conference game supports the allure that the SEC is the top conference due to their padded W record.
I'd be curious as to the reason why they wouldn't be interested. It's possible that neither conference wants to add either of them now since they are going to be in the process of onboarding several new schools. Plus, it's not like they wouldn't jump ship to either of them in the future...
I think the network would have only prolonged the dysfunction. The Big10 and SEC would have gotten bigger payouts eventually, which is what spooked Texas and OU to start looking to the SEC.
I'd have to think that's part of their plan too. It's been documented they haven't been happy in the ACC (or rerally, how the Big10 and SEC schools are passing them up); so this just adds more fuel to the fire.
