the "saving spots" seems to be enforced based on what ROTC cadet is patrolling the lot that morning some dont give a flying f and are tossing a football around. others treat saving a spot akin to a war crime again to your overall point - consistency is lacking -

Spot on. ISU PD coming around once to get people out of line was such a dumb move. If you’re going to tell people to leave , stay there and enforce it.
