Unless it made a tunnel, it looks like a skunk or raccoon digging for grubs.
That's a bee hole, you want to protect your bee hole at all costs, and if you stick something in your bee hole make sure it has a flared base so it doesn't get stuck.
Always be careful if you are going stick something in a hole. It might seem like a good idea at the time, but it can go pear shaped in a hurry.

Not a vole track. They don't dig dirt in middle of yard. They'll make little race tracks through the grass and then burrow near sheds or landscaping
