I heard on the radio today each NCAA site gets a brand new floor as host. Unbelievable expense. But what happens to those floors as they cannot be used again for NCAA games?

They cut some of them up into ~6 inch pieces, slap a commemoration sticker on them, and give them to the suite ticket holders. I believe this is mostly correct. Last I knew the Regional and Final Four floors were new each year and this applied but the NCAA owns floors for the first weekend sites that they store and reuse every year.The team that wins the national title has the rights to buy that floor and the rest are sold at a discount
