Depends on what era you’re talking about.

The paying for recruits doesn’t seem that likely just because I’d bet that money falls off pretty fast once you get past the hs superstars. At ISU I wouldn’t be surprised if someone got a cushy job they’re getting overpaid for, maybe a little bit of cash here and there from a third party, stuff like that.
