Is 2020 the start of a new decade or no.

Does 2020 start a new decade or is it the 10th year of the decade?

I think we need something to distract us from the awfulness that we experienced this evening.

I came accross an article posing this question and at first glance I said of course. But a little thinking and I can see the argument saying that 2020 is the 10th year of the decade. What do you people think?
 
I dont want to sway anyone's vote, but on the calander there is no year 0. The calander goes from 1 BC to 1 AD. So while we all may consider 2020 to start the decade technically it would be the 10th year.

I was born in '91, but I think most of my classmates that were born in 1990 don't consider themselves 80s kids.
 
Decade is just a ten year block, it should be all the years with the same digit in the tens column. I don't care if what was the first AD decade was only 9 years in an calendar created hundreds of years after that decade ended. It was an arbitrary decision that started year 1 instead of 0. Today is the first day of a new decade I don't remember anyone wondering if 2000 was the first day of the millennium.
 
I don’t think they had an official calendar that said 1 BC and 1 AD at the time. We kinda went back and figured it out. Kinda like the super bowl becoming the super bowl after III when the jets won. They retro called the first two Super Bowl one and two.
 
If 2000 was considered the start of a new Millennium, new century, and new decade...why in the world would 2020 not be considered the start of a new decade?
