I don't know. As I pointed out in that thread it is on the NCAA website, and the original article uses language like "our" and "official". Whether that was all just one guy doing it or a group who knows, but it does appear to represent the opinion of the NCAA.

The article was written by a Nebraska homer, which is why they were rated and there were 4 teams from the Big 10 West rated.

I think they eliminated the restriction about four years ago...all W's count now.

Not that I want to defend Florida, but they are playing 10 Power 5 games (8 SEC games, Miami and FSU) and two cupcakes. Just like many teams. I'd rather one of those cupcakes be FBS, but I'm not sure there's enough of a difference between an FCS team vs a Sun Belt team to get pissed about.
