You may be surprised at the power the racing and gaming commission/DCI used in this case, but it’s nothing new in state government. The Iowa DNR has more power than a sheriff. Unless the state changed it, The DNR used to be able to come onto your property without a warrant.
If they suspect out of state hunters are claiming instate residence with a cabin or other property to save money and know they will get a license, the DNR can go to city hall or a water utility and get your monthly water usage, they can get your cell tower usage, they can hire the best technicians to make guesses on what days you are there and not there, etc. Most of this, without a warrant. The DNR even took soil samples on private property without a warrant. And they can slap a $25,000 fine, just like that. And they can seize lots of things. I’m not defending unethical hunters, but I have had my eyes open a few times on the actual power of a game warden reading the news of actual trials in our local newspaper.
