Seems like if the guy can play he should be able to sign anywhere and it would be very difficult to prove it was for anything other then giving the guy a shot.

That smells of colusion. The Blazers knew the rules when they signed the contract and when they released him. I could give a rip if another team signed him. Now, can the guy play? He has NEVER shown that he is an NBA level player. He's just another bust from that draft that included Fizer.
