Trying to balance the short and long term economic impact with the number of deaths. Not saying the decision is right or wrong, just trying to explain the decisions.
I just wonder why the state of Iowa can't afford to shut down all non-essential businesses, but Illinois can, among many other states.
California didn't wait until they couldn't manage it any longer, they were proactive. This governor wants to be reactive. That doesn't work in these situations.
Reynolds wanted to do the same thing with the schools initially. She didn't want to close a school down until they had a verified case at the school. She doesn't understand the science at all obviously on this matter.
