No, on 4th down the Iowa DB blew up the ISU WR long before the ball got there and got called for PI on it..... so another B1G official decided he needed to throw a phantom holding flag on the play as well to cancel it out. That's what happened on 4th down.
The 4th down play you're talking about never should have been played.
