Actually 37 of the AP voters had Iowa in their final Top 25 after the 2018 season ended.
If you take out the 8 lowest votes (six ranked 25 and two ranked 24) Iowa would still have been at #25 in the poll.
Iowa was better than isu because they beat isu and won as many games despite playing a tougher schedule.
If isu was better they would have been ranked and not in the “receiving votes” category.

So you would have to knock out Iowa’s 15 lowest to remove Iowa from the rankings in 2018 but only 10 voters in total had isu in the AP poll in 2017.
