Both athletic departments are self sustaining, so for someone who wants to be technical, no, they don’t.

We're arguing semantics here, but I used to work for a department in a City that made 4 times as much revenue as it had expenditures. Our job was to create revenue that helped fund other aspects of the City, my paycheck still came from the City, and I was still accountable to taxpayers. Same with State employees. Their Department may be self-sustaining, but their paycheck still comes from the State, and as such, are still held accountable to tax payers. The AD is not its own business.

There is some accountability but the ADs are basically funded by donations. Those donations can have stipulations and largely don’t have to worry about regular rules for taxpayer money. ADs are a special situation that doesn’t compare to other government agencies.

Listening to the press conference I think there is a disconnect with what unconscious bias is. Unconscious bias is thinking less of someone because of a inherent trait that someone can’t control. It doesn’t mean not being aware of how a comment comes of to a minority.
