Vantablack is so dark, it's almost impossible for the human eye to perceive it - we need some order of reflected light for our brains to be able to process what's in front of us. As a result, the team says the observer's ability to perceive gets confused, and some people say looking at Vantablack is like looking into a bottomless hole.

What's throwing me off is their use of the phrase 1,000 million. Isn't that just a billion?

In the US billion has always meant 1,000 million (1,000,000,000 or short scale billion). In the UK that hasn't always been the case. It used to mean a million million (1,000,000,000,000 or long scale billion) but apparently they have generally come around the the US definition of billion. UK statistics have officially used the short scale billion since 1974.
