No, but he's not as worthless as some on this board consistently suggest. He's not a below-average point guard (relative to other B12 PGs) at all.
Brackins and Gilstrap also aren't below-average at their positions, meaning there are some problems with the 2 and 5 spots.

DG is not going to get better. I have watch 2 1/2 years of the same thing over and over. Buckley and Colvin have a chance to improve with more PT. Unfortunately DG will be the starter for 1 1/2 more years.

I do watch alot of basketball and Nebraska is the only team that DG would compete for a starting job. I have not watched Colorado, so I'm not sure there. The other nine teams have better point guards (most have 2 or 3 better).

I would honestly pick DG over Balbay every single day of the week. If you put Balbay on our team... hahaha it would be attrocious. The only reason he is even moderately good is because he is surrounded by so much talent.
